1. Introduction

We have expert manpower resource available with us for the various activities to be carried out for the project on turnkey basis. Experience manpower resource for project implementation starting from site survey, foundation design, soil testing, implementation of infra structure elements i.e. foundations, towers, shelters, DG sets, ACs, Power Plant and Batteries, ECOS, installation, commissioning, Quality audit and the project planning and monitoring, acceptance testing and taking over are available with us. TNS has added advantage to roll out as it has manufacturing plans for towers, shelters and ECOS. This will enable us to take up the job in the most professional manner and complete the same in scheduled time duration

Our experience is that Project Management is a key element, necessary to ensure the success of the project. Therefore, we understand, and are committed to the application of proper Project Management controls. We will implement the necessary controls and techniques to ensure that the project is a quality installation, completed on time and within budget.

Program Management will be under the direction and control of our Project Manager (PM). The PM will be responsible for the project success and will be the main single point contact for customer. The Project Manager will be supported by Project Coordinators /supervisors, Each of the site supervisor will lead site execution team which will have responsibility for the infra structure of site deployment, installation, test and AT of the project systems.

All supervisors will regularly report their implementation progress to the PM as per approved format of TNS. PM will use this information to assess total project implementation progress including meeting schedule dates. Regularly planned reports and meetings will communicate the overall progress to customer.

To ensure that all reporting is factual and accurate, implementation progress, and installation quality will be monitored through a Quality Inspection Engineer that will be solely responsible to the PM. Quality engineer and site supervisor shall check installation quality as per Quality Audit Document.


2. Scope of Work and Deliverables

       2.1 Pre Implementation Management

 
  • Site survey and Acquisition
     
  • Site Layout and marking
     
  • Soil Testing and designing
     
  • Site specific BoM creation for tower and other infra products
     
  • Making Schedules and conveying it to all suppliers and civil/electrical vendors
     
  • Warehouse management


           2.2 Implementation Management

     
  • Site visit along with civil/electrical vendor for handover of site with site details and clarity of entire work and discussion on site specific drawing, design, issues.
     
  • Periodic site visit at different stages as per in process checks plan
     
  • Coordination with suppliers / TNS manufacturing plants for delivery of material directly to site like towers or coordination with warehouse for dispatch of material once foundations work is over.
     
  • Periodic meeting with customer and updation of MIS. Sending MIS reports to customer.
     
  • Escalate the issues in time with customer to get the solution of the problem related to project if not solved with all effort at PMs level.
     
    • Ensuring that all items are delivered in time as per schedule and arrange commissioning teams for DG, ACs, Power Plants, ECOS.
     
    • Get all the system tested and commissioned and make ready for RFI
     
    • Carry out RFI checks and get clear punch points effecting operations
     
    • Declare site RFI

     


           2.3 Post Implementation Management

     

     
    • Carryout Pre acceptance test along with suppliers and vendors and declare site ready for final inspection
     
    • Get punch points cleared before calling third part as nominated by customer for AT
     
    • Get AT done by third party
     
    • Verify Bill of material as submitted by suppliers and vendors for onward submission to customer
     
  • Generation of as built drawing of site and submission to customer


           2.4 Regulatory Management

     

    Preparation of documents for submission to development authority Electricity Board/ Pollution Control Department and liason with them to stamp and accept the document related to site. Permission for the authority varies state to state. Carry out the process as required to fulfil the needs of that particular state

     

    3. Execution Plan


    The complete project will be managed by Project manager who will be single point contact for customer and will be based in circle where project is being implemented..



           3.1 Logistic Plan

     

    Project Logistics is one of the most important sub-projects because it impacts the whole project. We understand this and provide logistic support to carry out turnkey project. A warehouse will be maintained by TNS and as per project schedule logistic plan will be drawn and TNS will ensure that all the material from third part and TNS factory is available well in time. All the teams will be equipped with necessary tools for installation and testing and AT. Warehouse manager will be updating status of items daily to PM and TNS SCM at Head Office.


           3.2 Manpower Resource Plan

     

    TNS will deploy Project manager and project coordinator to initiate and lead project to improve quality and customer satisfaction. PM will be responsible for providing field assistance and will be accountable for roll out of the project. He will be SPOC for customer and will be responsible for reports on progress.

    TNS will deploy implementation and installation teams consisting of a project supervisor, site walk engineers, trained and experienced technicians.  Together, the team will co-ordinate all activities needed for the complete installation of a particular site including material receiving on site, Installation of towers, shelters, DGs, ACs, PPs and Batteries. An integral part of the installation process is testing and acceptance. Quality audit, Nodal testing and system testing and finally sign off to make the work invoice able. 


           3.3 Time Plan

     

    TNS takes 25 Days for RTT site and 45 days for GBT site including guard room and civil. We are geared up to roll out 25-30 complete sites in a month in each circle and can pick up 5-6 circles at a time to roll out making TNS per month capacity approximately 100 sites.


           3.4 Risk Management

     

    There is always possibility of sites getting delayed on infrastructure readiness and not ready for installation in time. Or there could be some unforeseen problem causing delay on meeting time schedule. Such situation may lead to bundling of sites at the end of project. TNS will mitigate risks by keeping extra infrastructure equipments in its warehouse, it will also keep one or two teams ready at central location for meeting pressure from project. TNS is carrying out projects in number of circles so any contingency arising in one circle may be effectively handled.


           3.5 Responsibilities of Project Manager

     
    TNS will carry out the project according to the baseline project plan. 
    The goal is to:
     
  • Carry out tasks as specified in the project plan;
     
  • Pro-actively control all aspects of the job to ensure that all work is completed on time, within budget and according to customer’s expectations;
      i
    An effective project management information system (PMIS) is essential to the Project Manager’s ability to monitor and control project implementation. The PMIS enable collecting data about project implementation from Project Team members and consolidates the information in a way that makes it meaningful to the Project Manager and external personnel.
      ii
    Monitoring and controlling the project is the primary task of the Project Manager. Project control is achieved by frequent interfaces of the Project Manager with the Project Team members, regular project audits, and communication of project status both to the Project Team and to company and customer management.

    The Project Manager periodically evaluates resource use and determines where corrective action or resource reallocation is required and action taken accordingly.

    The Project Manager is responsible for developing and administering the change control process through which changes to the project are identified, documented, and processed through a formal approval and control process. This change control process ensures that project documentation and contract are updated to reflect the changes, that budgets or schedules are adjusted appropriately, and that ultimately, the system resulting from the project performs as required by the customer

    The Project Manager is responsible for ensuring that the technical performance of the project proceeds as described in the contract, Project Plan, and supporting documentation. This responsibility includes conducting quality reviews to ascertain that the work being performed is consistent with customer quality requirements and our quality processes.

    The Project Manager is responsible for ensuring that TNS fulfils its contractual obligations and that the customer fulfils its obligations under the contract.

    Risk management is an ongoing activity.  The Project Manager is responsible for ensuring that the Risk Management Plan is kept current to reflect the progress of the project and the changing nature of project risks.  Through constant attention to risk management, the Project Manager can minimize potential negative occurrences and their effects on the project and ensure timely achievement of goals.

    The Project Manager is responsible for ensuring that the tests are carried out promptly, according to the schedule and criteria specified in the Test and Acceptance Plan.  The Project Manager also ensures that the customer reviews the results of the tests promptly so we may close out the related milestones.

           3.6 Reporting

     

    Every day the teams will be communicating with project coordinator and provide the feedback on status of materials at site, site readiness, installation progress, progress on acceptance testing, feedback of customer. Project coordinator will also be in touch with customer. At the end of the day project coordinator will compile a report giving status of various activities as mentioned above and send the report Project Manager.


    4. TNS Quality Process

    To ensure that quality on installation and testing are met, TNS has following mechanism:


           4.1 Installation and Testing Process Documentation

     

    Before taking up any new equipment for installation and testing TNS makes its own process document specific to the equipment after consultation with customer. References are also taken from equipment installation documents and practices, equipments installation practices, testing procedures to make this document. This document is made such a way that it becomes handy for installer and tester to carry out the activities. This document also carries out list of checks to be carried out after installation is complete. Site supervisor is advised to go through each point and make sure installation is carried out correctly. After completing the check list, site supervisor signs the check list and submits it to the TNS office certifying that installation is complete and meeting quality norms.

     


           4.2 Certification

     

    Any new engineer or technician is allowed to work as a supervisor/installer or tester only after he passes TNS certification exam for that particular equipment. For certification engineer/technician works for two weeks with the trained supervisor. In this duration he is provided theoretical training at office and practical training at field. After two weeks, feedback is collected from the supervisor and engineer/technician is interviewed. Only after a satisfactory evaluation he is marked as TNS engineer/technician.


           4.3 In-House Training

     

    Informal and formal training programs are arranged to enhance employees knowledge on the telecommunication, to discuss typical installation and testing related problems, so everyone understands the remedial action if such problems occur in future. Knowledge of problem database and solutions also reduces time required for installation and testing.


           4.4 Customer Feedback

     

    Customer feedback is essential to improve the quality. Time to time verbal feedback is taken and suggested improvements are implemented. TNS also planning to send customer evaluation form in each quarter to know its performance and improvement areas.


           4.5 Installation and Testing Process Documentation
